I would regard his valuation as a reasonable one if the pier were of such design as to be suitable for ordinary launch traffic. It has however been specially constructed for the Star Ferry Boats and considerable alterations would have to be made in it to render it suitable for ordinary launches. The deck-houses would also be to a great extent useless for the purposes of a public pier. I therefore consider that the sum of, say, $22,000 would be a sufficient amount to pay for the pier. The Government would be saved the cost of construc -ting a public pier, which would amount to at least $40,000 for a pier of the same area as the Star Ferry pier.

Compensation for the removal of buildings on K.M.L's.
